The oldest and largest of all the high elven maerns, their city is said to be three millennia old.
It is ruled by the Conclave of Caretakers; membership of which is decided by lot among all those of a certain age (young adult to late middle age). Those selected serve for a period of twenty years in full time positions switching between executive and administrative capacities.
The city is a marvelous sprawl, larger than any other in the world, even though the number of citizens isn't all that high. It is the only elven city where a large number of foreign organizations can be found.
