			Haza has been a tough nut to crack for the Rhes. In many places the Green Guard are relatively incorruptible and in places where the guard are weak, criminals have been quite entrenched, often with connections to the local ruler. But the capital is big enough and filled with foreigner for the syndicate to have made plenty of inroads, they are now the biggest game in town.

			The likely local don is one '''Nyrin Bilac'''. While he was born in Haza, he spent over half his life in Dolac and Mifora, engaging in less than legal activities. Since his return, the syndicate has become noticeably bolder.
